There is a particular kind of institutional inertia that afflicts decisions made with old data. The numbers look authoritative. The spreadsheets are tidy. The trend lines suggest continuity. And yet the reality on the ground has quietly moved on, leaving the analysis pointing confidently in the wrong direction.

This is the condition affecting a significant portion of Britain's retail planning. From Wolverhampton to Wakefield, from Chatham to Carlisle, local authorities and regeneration bodies are making consequential decisions about where to invest, which units to prioritise for activation, and how to reconfigure pedestrianised zones—based on footfall intelligence that bears increasingly little resemblance to how people actually use those spaces today.

The stakes are not trivial. Britain's high street crisis has been well documented, and the policy response—through vehicles such as the High Streets Task Force, the Levelling-Up agenda, and various Town Deal funding streams—has directed substantial public resource into town centre regeneration. The quality of the location intelligence underpinning those decisions will, to a considerable degree, determine whether that investment finds its mark.

The Limitations of Traditional Footfall Data

Conventional footfall measurement in British town centres has historically relied on a combination of manual counting, infrared pedestrian counters installed at key entry points, and periodic commissioned surveys. These approaches are not without value, but their limitations are significant.

Infrared counters placed at a small number of fixed locations capture aggregate throughput at those specific points. They say nothing about dwell time, route choice, the origin of visitors, or the distribution of movement within the wider town centre envelope. A figure showing that 12,000 people passed a particular junction on a given Saturday morning tells a planner very little about whether those people entered shops, paused at the market, walked directly to the car park, or turned down a side street that the sensors never recorded.

Survey-based approaches compound the problem. Commissioned footfall studies are expensive, and many councils lack the budget to conduct them with any frequency. The result is that strategic decisions are often informed by surveys that are two, three, or even five years old—data collected before the pandemic reshaped retail behaviour, before hybrid working altered weekday movement patterns, and before the accelerated shift to online retail changed the fundamental purpose of the physical high street visit.

What Modern Location Analytics Can Reveal

Mobile location data, aggregated and anonymised from smartphone signals, offers a fundamentally different quality of spatial intelligence. Rather than counting heads at fixed points, mobile analytics can reconstruct origin-to-destination patterns, identify which residential catchments are generating town centre visits, reveal the time-of-day and day-of-week rhythms of pedestrian activity, and expose the internal routing preferences of visitors once they arrive.

The picture that emerges from this data frequently surprises planners. In several British town centres where detailed mobile analytics have been applied, the busiest pedestrian routes are not the ones that traditional counters suggested. Secondary streets, market areas, and food-and-beverage clusters sometimes generate higher dwell times than primary retail frontages—a finding with direct implications for where regeneration investment should be targeted.

Pedestrian sensing technology—including overhead camera systems with anonymised computer vision analytics, Bluetooth beacon arrays, and Wi-Fi probe detection—adds further granularity. These systems can measure queue formation, identify pinch points in pedestrian flow, track the occupancy patterns of public spaces, and assess the effectiveness of physical interventions such as new seating, planting, or wayfinding installations.

The High Streets Task Force has encouraged councils to engage with these technologies, and a number of Business Improvement Districts have procured pedestrian analytics platforms independently. But adoption remains patchy, and the gap between the sophistication of available technology and the data actually being used in planning decisions remains wide.

The Governance Gap

Why does this gap persist? The answer involves a confluence of financial constraint, organisational capacity, and data governance complexity.

Procuring and interpreting modern location analytics requires skills that many local authority planning and regeneration teams do not currently possess. GIS capability within councils varies enormously: some authorities have invested in dedicated spatial intelligence functions, while others rely on generalist planners who have neither the tools nor the training to work with granular mobility datasets.

Data governance adds further friction. Mobile location data, even when aggregated and anonymised, is subject to GDPR requirements that demand careful handling. Councils must satisfy themselves that the data they are procuring meets legal standards—a process that, in the absence of specialist legal and technical advice, can become a significant barrier to adoption.

There is also a question of institutional habit. Planning frameworks, viability assessments, and retail impact studies have well-established methodological conventions that have changed slowly over time. Introducing new data sources challenges those conventions and requires planners, developers, and local politicians to reinterpret evidence in unfamiliar ways. That is a genuinely difficult ask in an environment where decisions are already contested and resources are stretched.

The Risk of Acting Too Late

The urgency of this issue is not simply academic. Britain's town centres are in active transition, and the window for effective intervention is finite. Units left vacant for extended periods attract blight, depress surrounding values, and create negative feedback loops that are difficult to reverse. Investment directed to the wrong locations—based on obsolete footfall assumptions—compounds the problem rather than addressing it.

There is a particular risk in the application of retail zone designations and primary shopping frontage policies, which are embedded in many local development plans and which restrict the uses permitted in designated high street units. These designations were drawn on the basis of footfall patterns that, in many cases, no longer reflect reality. A unit designated as prime retail frontage on the strength of a 2018 survey may now sit in what mobile analytics would identify as a secondary flow corridor—while a formerly marginal side street has emerged as a genuine pedestrian hotspot driven by independent food operators and leisure uses.

Recalibrating these designations requires political courage as well as better data. But better data is the essential precondition.

Towards a Real-Time Geography of the High Street

The ambition that Britain's town centre planning deserves is not merely more frequent surveys. It is a continuous, dynamic spatial intelligence capability—one that integrates mobile analytics, sensor data, planning records, property information, and economic indicators into a living picture of how each town centre functions and how it is changing.

Some of the building blocks for this ambition already exist. Ordnance Survey's MasterMap data provides a precise spatial framework. The Valuation Office Agency's rating records offer a comprehensive property layer. Mobile analytics platforms can supply the movement intelligence. What is currently lacking is the institutional architecture to integrate these sources and the analytical capacity to translate the results into actionable planning intelligence.

The geography of Britain's high streets is being rewritten in real time. The tools to read that geography exist. The question is whether Britain's planning institutions can equip themselves to use those tools before the opportunity to act passes.
